New Groups Interested in Joining the Plan
Would your group like to be a part of the State Health Plan?
North Carolina General Statutes allow charter schools and local governments to join the State Health Plan. Below are some specific guidelines.
Charter Schools § 135-48.54
A charter school must be in accordance with Article 14A of Chapter 115C of the General Statutes. Requirements include:
• No later than two years after the written charter has been signed, the Board of Directors must elect to join the State Health Plan.
• A charter school making an election to become a participating employing unit in the Plan must provide notice of the intent no more than six months prior to making the election.
If you meet the requirements listed above and would like to join the State Health Plan, please complete this form and send it to HBRInquiries@nctreasurer.com. New group setup requires at least 60 days’ advance notice to allow time for configuration and enrollment.
Local Governments § 135-48.47
Local governments may elect to participate until the number of employees and dependents of employees of local governments enrolled in the State Health Plan reaches 16,000, after which time no additional local governments may join the Plan. In addition, a local government must:
• Have less than 1,000 employees and dependents enrolled in health coverage.
• Pass a valid resolution expressing the local government's desire to participate in the Plan.
• Enter into a memorandum of understanding with the Plan that acknowledges the conditions of this section and this article.
• Provide at least 90 days' notice to the Plan prior to entry and complete the requirements of this subdivision at least 60 days prior to entry.
When the Plan is able to accept more local governments, this page will be updated.
